Not really. Why did they carry out the Oct 7th attack? To provoke a reaction that would lead to something or other. And with the dominance of Israel and the make up of the government that reaction was always going to be extreme, but I'm sure they didn't think this extreme.

Because Gaza was rapidly becoming unlivable before Oct 7th. The water was already not fit for human consumption & Palestinians were being allowed a minimal calorie diet. Plus 2023 had been the year of the most Palestinians killed by Israelis before Oct 7th. They had little hope of anything improving
