I still believe a state backed indemnity scheme could be provided to all schools receiving state funding. It would surely be cheaper than funding commercial insurance policies for each individual school as is the current position.

But all the buildings are privately owned. Each school has individual insurance. As much as I'd love it to be possible, until we move away from our patronage model, it's not possible.
