That sounds rather wishy-washy on Rand Paul's part. "probably sends the wrong signal?" Gee, ya think Rand Paul?? Does Paul also know that even he can't accept gifts of $20 or more from anybody, even companies, not just foreign leaders, and said gift is to be disclosed?
