Our politicians are always campaigning. Can they spend money on traveling, food, hotels, office space, phones, furniture, and child care if they can say they are actively campaigning... WHICH THEY ALWAYS ARE

If they stay in a hotel while campaigning then they can. Campaign office phones, yes. Campaign office space yes. Campaign office furniture, yes. Not sure about childcare. I'd have to look it up. But they can't buy furniture for their own homes, they can't pay for hotels for personal travel, etc.
