I’m thinking it would require coordination with employers within a state to withhold payroll and corporate taxes. The state could withhold state employee payroll taxes paid directly to feds.

MA is huge producer. We have a few good friends there. They love it even though where they live taxes are above average. But the services available to them are excellent.

Before the pandemic, NYS paid more in Fed taxes than they got back. But under the Biden admin, NYS received more back to recover from the tRump's pandemic. However, that will change real soon since the orange pos was re-elected.
