Senator Susan Collins of Maine denounced the move as unlawful, saying that any attempt to rescind funds already appropriated by Congress without its approval is a direct violation of the law.

The Impoundment Control Act of 1974 was written specifically to stop presidents from doing exactly this after Nixon tried the same power grab. Even Republicans like Collins admit this violates the law.
If one man can erase billions in spending with the stroke of a pen (overruling the representatives of 330 million Americans) that’s not democracy. That’s authoritarianism.
And if we let it slide, it sets the precedent that Congress doesn’t matter, the people don’t matter, and the only will that counts is the president’s.
