Wouldn't even have to be like a ban-ban since it's automatic. Just like "look, your account is gonna be extremely limited: you can't quote post anyone nor be quote posted; your posts are only seen by your followers; your replies are off & you can't follow others w/o their ok until we sort you out."

is that a brigading vector? absolutely (though one that could be handled by weighting for account age,) but that becomes a place for T&S to apply some pretty basic reasoning skills & do some research to know the difference.
