While it is a positive and interesting approach, a few glaring differences with the US: Finland 1) is about 70 times smaller, or roughly 340 million less. 2) has a highly centralized, socialist system - and is a much smaller country - ie much easier to implement 3) is a highly homogenous culture

Housing First was used to great effect in Utah and Virginia. www.npr.org/2015/12/10/4... The main complication is that Housing First =/= Housing Only. You need transitional housing and supportive housing for multiple populations, and to accept that some will always need significant help.
