Or both in this case.
Interestingly, Nixon said the same thing, while planning the coverup.
Yeah, Nixon didn't plan the coverup. That was Dean. Nixon's crime was going along and then continuing it when Dean bailed.
That’s white washing the whole thing. Nixon said this to Bob Haldeman a few days after the burglars were caught. June 20 or 23, if I recall. Yes, Dean took much of the actions, but Nixon was never far away.
Haldeman and Dean both said that Dean began the coverup and then reported that to Nixon. Nixon did nothing to stop the coverup and later acted to continue it after Dean baled. This is entirely consistent with what I wrote and you labeled "white washing".
If I recall, wasn’t Dean out of the country and returned after some of the initial steps had been taken?
Nixon learned of the break-in on the 18th. The next day, he started setting up a legal defense fund for the plumbers after learning more from Colson. He was concerned about Colson's connection (which didn't exist) to the break-in but more about the Ellsberg break in - where he was culpable.
My memory has done me wrong. The first steps were taken inside CRP, where documents were shredded on Strachman's orders. On the 20th, Ehrlichman was tasked to find out what happened and fix the mess. By the 23d, he had passed this along to Dean. But, the coverup was Dean's work. /1 of 2
