Yes, 'kelirikko' refers to winter damages or just the difficult transition season between the winter and the spring. Keli≈weather, rikko≈damage. Roads can be full of potholes and cracks; in the archipelago and the lakeside, the ice is fragile, but there's still not enough open water for the boats.
