I don’t trust that your Berlin figure is post-COVID inflation either.
Berlin (like most of Europe) is back to ~100% pre covid ridership. 2024 actually had higher ridership than 2019.
Or did you mean literal monetary inflation? I will have to look up the exact numbers later.

I don’t think that D-ticket is the key here because France, Netherlands, etc all have the same recovery.
D ticket had only really had huge ridership effects on regional train services priced by DB directly (crossing state lines, holiday destinations) that used to be very expensive
