They are in the process of building some of those new Fabs, but Intel can't afford to do it with pace. While this isn't the way I would like to see those Fabs built in the current state I'm not sure there is another way forward. It may crash and burn but without the government money I don't know.

I agree, the problem though is everyone agrees that we can't keep making the most advanced chips in Taiwan. Everyone, and that Intel is the best chance we have to build advanced Fabs in this country.
