Can someone explain to me how temporary provisions become permanent in this country. SCOTUS proves there is no precedent that can’t be overthrown or ignored. How does a tax cut for the rich become permanent?

Congress votes it in bc the wealthiest demand it and vote with their $$$$$$$$$$$$$$$$$$$$$. To make the math work cuts are often temporary but then the argument is IF we let the tax cut expire there will be a tax increase.
So, in the federal government, once you lose revenue you can never reclaim it. Correct?
