Those in the upper echelons of military leadership have far more training & experience of war & the history of wars than any veteran in the lower ranks. They are protective of their men & do not readily seek war for its own sake. They are sent into wars by politicians.

Even if race was a factor in her pick - and in fairness, it's politics, it matters even if it shouldn't - it doesn't get rid of the glowing qualifications she has. She got herself where she is, not her race.
They know that but they know acknowledging then facts defeats their purpose. They literally voted someone who bankrupted multiple times because of his "economic" ideas.
