i know who he is as I watched Firefly but I don't think that is from that show as that was a sci-fi show and he looks a little bit older in that gif than he was when that was on. I could be wrong but his clothes and background don't fit with that show.

lol...I am good with faces, names I get mixed up all the time. it took me years before I got Ryan Reynolds and Bradley Cooper's names right because to me Ryan Reynolds looks like a Bradley and Bradley looks more like a Ryan.
