Those in power CAN do it, in fact I have seen some of them do it. It's not that they can't, it's that they won't. Unless it affects them personally, because of course they do.
So far, Trump has defied judicial orders, and violated several constitutional clauses, and gotten away with it. He uses threats of financial, and judicial retribution on those who oppose his criminal activity. If he isn't stopped, he will, without a doubt, attempt to do away with the constitution.

There’s a lot of problems with America’s system of government but no system no matter how clever can stand up to most of the people in positions of power burning it down and the rest refusing to check the arsonists.
If we had workers councils we’d be in the same spot if the counselors supported the President. At the end of the day our 50+1% of countrymen are stupid, evil, and corrupt and there’s no democratic system of government on earth that can fix that.
