Your 1st sentence contradicts your second. You want Garcia to be freed? You better make damn sure that there will be consequences for Bukele if he isn't. Right now, only Trump can make that claim -he will reward Bukele for imprisoning him & punish him if he releases him. Don't be too weak to do good

It's very hard to follow your meme speak, but yes, the decision not to return Garcia to the U.S. is 100% Trump's decision. This is obvious to anyone with an iq above say 50 who pays the slightest attention to the news.
