Just a naive question, which publisher charges more than $13,000?
Unlike many of the new NIH initiatives, this one actually sounds reasonable. When I was at NIH I chafed at burning my budget on this kind of thing.
Did they really not list the cap in the article!?
It's hard to tell how this will motivate publishers to lower the open-access fee. Would this just mean the researcher needs to find other non-NIH funds to cover the shortfall?
