Our cat gets out of collars. She would laugh at paper, but I might have to wrap paper around a more solid one.

We have not our cats who break through our 2 microchipped catflap airlock system and clear out any stray food!

We have a cat who can get out of locked catflaps but at the moment chooses not to. She's old and preferring indoors these days. but oh so smart, so our inner catflap has a brass hook and eye bar.
