I think it’s partly because the ICE guys know they are being filmed and how’s it going to look if they put their hands on a woman? That is, a white woman. Brown skin and black haired women don’t get a pass they get arrested. These guys are thugs and enjoy being bullies, and they are PAID for it!

That thought crossed my mind but it still takes courage to step up and do something. I think she should be applauded for using her privilege as a white woman to stop injustice and despotism.
