The texture of the foam has to be right for that, very fine bubbles. In the picture your milk got too hot. It’s tiny air bubbles that make the foam, not steam! And there‘s 2 phases to get good foam, first get the volume up by sucking air into the milk. Then dip deeper to make the bubbles smaller.

Enjoy your journey to proper milk froth. Hold your milk pot by the bottom, not handle. When it’s too hot to hold you‘re done. Milk from the fridge gives more time. And full fat milk work‘s a lot better because of higher proteine content. Think consistency of whipped cream right before it turns stiff
