solutionism is a rhetorical move people make in attempt to invalidate someone's criticism based on the notion that the critic does not, can not, or has not also provided a robust and thorough solution.

but to try & answer that question more directly (but still not very direct), bottom-up & top-down approaches simultaneously, informed by humanism, ethics, equality, mutual aid, community resources, minimized harm, trauma-informed everything.
