I don't think those are going to DC. They are vehicles that aren't in active service for the Army. I think they might be getting reconditioned and sent to Ukraine.

You're correct that they're not going into DC, but north and away from it. This is the Riverdale MD Amtrac stop if anyone wants to look it up. No clue where they're headed or why though.
