Listen, I am local to L.A., too, but, as someone who has attended sporting events at over 50 college and pro venues all over the nation, they are not just in L.A. These carts are EVERYWHERE!

My point was the chain of command. Neither the President nor the US Military have authority over the National Guard. It's basically fifty distinct militaries, one per state. Can't help it if they collectively decide that following Dear Fuhrer is their idea of doing their duty though.
