I'm not an evangelical, but did homeschool my son for a couple years. I want to clarify-- I can't speak for other homeschoolers, but we got NO voucher money or support from our local school. We paid for every (district-approved) book and supplies ourselves. We did it because he was failing school.

At some point, it's easy for teachers who see a failing student to give up on them. That's what happened to my son. He needed someone to believe in him even when he had quit on himself. It worked. He returned to school, graduated, and got a college degree. All home-schoolers aren't abusers.
