This system doesn't work. It should be replaced with a national party-based vote, not by state, but by % citizens' registered parties. One legislative body (not 2, since checks & balances has failed) comprised of party-provided reps based on percentages matching the citizens' party % of affiliation.

In other words, if 30% are registered R, 30% are registered D, 10% are registered Libertarians, 5% are Green Party, etc. then that is the percentage of representatives each party gets to send to the one legislative body.
