Germany in Germany itself was destroyed by the Allie armies, being the Sovjets, Canadians, Americans, and the British. There was no negotiation with the Nazis. They had to surrender and were forced to sign surrender agreements prepared by the Allies. Same applied to Japan surrender to the US.
