Anybody who has been in the Southwest in the summer knows that not-black metal in the sun is plenty hot, and if they're prepared for the regular hot metal, the few degrees extra of black-painted metal likely will make no difference. And it all cools off at night anyway.

The black paint of the wall heats up more in the sun, but at the same time it increases cooling during nighttime. Physics. The whole thing is pure cosplay, like the head of that agency.

Which is the north side. As long as the sun hits the wall mostly from the south side the paint won’t really promote heat gain. Which is all the more reason to RELEASE THE EPSTEIN FILES!
