It was emphasize that they don’t see these people as human.
Even when the news uses euthanizing in reference to an animal they use it wrong. Because of the use of euthanizing with pets being considered a peaceful way to die and end suffering it makes people think it is somehow less bad. Now that term gets used anytime they don't want to say shot or killed.

Note that initially he said “voluntary”. Who volunteers for a lethal injection? The point is, someone who doesn’t know the difference between involuntary and voluntary thinks they get to decide who lives and who dies.
