It can’t be legitimately proven one way or the other. What it can do is make us cautious and watch him closely. Actions are louder than words. What he does now tells us if it was a salute or not.

I went to a private school with a dude who would literally march around doing the salute while changing Hitler speeches. The school never said anything. You might be right about accidental though.
