That will not be as easy as DC. Lots of legal hoops to jump through, and if he doesn't comply all hell breaks loose. We have state governments for a reason and in my state we have @govpritzker.illinois.gov .

Soldiers also are not supposed to follow illegal orders and they don't have a good argument that "they didn't" if a judge literally rules it was illegal and must now stop.
