Wait wait wait, hold up... so if the thing that the state law is trying to prevent isn't real, and the technology that the bill bans isn't real, then why would any Florida airport be "scrambling?" Just asking questions here...

They have until October 1 to start reporting on “aircraft equipped with weather modification devices” or risk having their funding pulled/delayed. So, the scramble seems to be around defining WTH a “weather modification device” is.
