The goal is to send him back to El Salvador ultimately so he’d go to Uganda for a while and they’d eventually send him back to El Salvador so it wouldn’t be our govt that broke the law since it wasn’t them doing it

Possibly. I'd say it's more likely they're trying to kill him. The State Department has a warning on their website that it's too dangerous for international travelers to go there. I'd prefer if he was somewhere in Europe, frankly.

Would Europe send the guy back to El Salvador? It appears the administration found a partner country that will do what they want while giving them plausible deniability
