They can't. It's a subtle, but important distinction. The Chiefs of Staff are not in the chain of commandl; which goes President to Combatant Commanders. They also aren't in a position to order troops against citizens. So the answers will be anodyne, because they can't do it.

They do have the ability to shape the direction of their relative branches, but they are administrative; providing guidance to the President; based on their experience in both their branch, in Joint Task Force operations (at the planning level).
