Indeed they did, and twice under Biden. The American Rescue Plan Act and Inflation Reduction Act were both reconciliation bills. They also, to their credit, tried to use a little known procedure called messages between the chambers to pass the John Lewis VRA Act, but conservative Dems shot it down
