Nothing new. Upper management never has a good grasp on the root of the problem, which is they themselves are the problem. If they didn't defend themselves, it would be taken as some sort of admission of some guilt by the public.
Having one controller run two positions during times of low traffic is not unusual. That's how it's been done since there have been controllers. The problem is with having helicopters operating underneath landing traffic. The FAA is at fault for that. And the Army's safety culture needs looking at.
