How is it a "self-imposed deadline" if it's a meeting that doesn't include you? The phrase "self-imposed deadline" has always referred to deadlines for ones own actions.

During his first term, he invited the Taliban to Camp David and negotiated with a "TERRORIST organization," label given by the US government since before 2001. He, most likely, provided with intelligence and told the Taliban when the US will be pulling out, thus the mess we saw on the exit.
