I think this is part of a speech to a committee by opposition MP Shinji Oguma. I lack the language skills to be sure, but it appears as if this MP is being quite blunt; effectively saying you can't polish a turd. I agree with MP Oguma. Don't negotiate with extortionists.

As an American who was an adult paying attention during the Reagan years I learned that America does willingly negotiate with terrorists. Bush 1, same principal of secretly negotiating with terrorists. Tough talking Bush 2? Very deep negotiations. Hell, we even adapted their tactics in prisons.
Reagan negotiated with Iranian Embassy terrorists.
