destroying the lab he broke out of, the whole game where he had a gun, that kind of thing? i don't actually play sonic games, so i don't know the lore too well. i could be entirely wrong here.

The prison island thing is never really stated to have casualties, and you don’t really see personnel there aside from one guy in a flying mech. In Shadow the Hedgehog, it could be argued he kills people in some paths, but none of those are the canon one.
