I think the goal is to create shortages of everything because when people are without basic needs, they may turn on each other. Of course that can get risky for a dictator, just ask Tsar Nicholas II and King Louis XVI. Didn’t end well when they did this to their people.

Eventually though, the people get tired of being sick and poor. It may take time, but Louis XVI got the guillotine and Nicholas II was murdered along with his wife and kids in a basement. Because they were both living these unbelievably lavish lifestyles while the people starved. Sounds familiar.
