He means "children in airports look tired" and are thus, his genetic inferiors. He means he's so gifted magically, that he can diagnose genetic diseases without even an examination.

In this specific case I don't think that's what's on his mind. Mitochondria have no role in skin pigmentation. They do impact how energetic our bodies are. I'm betting he just means "fat kids" and ascribing some insane sci-fi conspiracy theory logic to why they don't look the way he wants them to.

Speaking of which, RFK isn’t going after glyphosate because of the corn lobby. They already get huge subsidies to grow corn for fuel ethanol (legacy of the 1970s oil crisis) and as a crop to make into HFCS that MAHA hates but is much cheaper than sugar, which has government enforced minimum prices.
