Those are two very different problems with very different causes & solutions. We could give all of the funding of the DoD to the poor and it would have a negligible impact on homelessness. If anything, it would make housing even more unaffordable and be a huge windfall for landlords.

Hegseth wants to rename the Dept of Defense. To do that, Congress would have to pass a law, then trump would have to sign it. This would require a majority vote in both the House of Representatives and the Senate, followed by presidential approval.
