Came up with a solution to littering if caught littering person gets 5 yrs in prison, no parole but they can agree to clean up roads/hwys each day they work reduces their time by 1 day. If they get caught a 5th time they’re in prison for life or get death penalty. That’ll stop littering bet! :)
