Look up the SNL parody Carter/Ford debate, 1976. Chevy Chase as the bumbling, stumbling Ford.

Maybe you're right; maybe he didn't mean that. Too bad if so, cuz it's a *wonderful* reference for this and about a million other things. (The key line is Ford sputtering in response to a question involving some numbers, 'Umm, I was told there would be no math.')
