I assume it has a scent. Could be the Neil Diamond. That is one of them at the San Diego park I visited. I assume the colors are red and white even though it looks a bit yellow.
Neil Diamond seems to be a very good guess.
But if the yellow is original and not due to a filter, it can very well be an Alfred Sisley.

You could see if there are signs posted anywhere, too. Sometimes there will be markers to identify plants. I love growing roses. I have about 13 different varieties that help make up my pretty English garden.

In Europe very hot and hardly any rain. Southern Europe had lot's of rain earlier in the season. Occasional we have a shower. But a very dry spring and start of the summer.

There's a few roses that look like that: 'Abracadabra', 'All American Magic', 'Alfred Sisley', 'Brushstrokes', 'Maurice Utrillo'. Take a look at photos online. They're all variable, so compare yours to several pics of each of them. In fact, the pic you have may not be the consensus for what it is.

There are a few with similar colouring. This might be Brushstrokes, or Absolute Crackers, or Rhubarb and Custard... or something else. (I'm no rosarian, just curious so did a Google image search.)
