In Germany it's not allowed to feed wild animals. But I have seen foxes eating bird food and fruit. And as we have neighbours with cats, I assume the foxes get their share there as well.

I guess it's the same here at least in cities, but on the countryside it's impossible to control it. Hunters use to feed capricorns during the winter and some photographers do carrions for photo shooting bears, which sometimes are also checking people's trash cans.
