I don't think it was illegal. The War Powers Resolution requires the president to notify Congress within 48 hours if military forces are sent into hostilities without a declaration of war, and the military engagement must end within 60 days unless Congress authorizes its continuation.

Iran was not in a state of war with the USA, and its supposed to go through congress, the president cannot unilaterally declare war.

How is it different from the USA doing bombings in Yemen or Syria or the like? Do they get congressional approval for those? Or is it different because of the country?
