Would it though? You don't need sex organs to rape. The mind is the thing with the problem and if they still want to abuse children, they'll find a way.

You are correct, of course. Where there is a will, there is a way. Rape is not about sex, anyway. It is about power and domination. Just give them something calming so they don't act up, and separate them from the rest of the society. That ought to do.
