To truly ensure local access only, we’d need retractable bollards but I know it will not happen:( maybe a more realistic fix might be mid-block diverters that still allow alley access while cutting off through traffic.

True on the retractable bollards, which will never happen with a substantial cultural shift at SDOT. It wouldn’t stop it entirely, but yeah, islands in the middle of 2nd-4th with signs, curb bumps, and bollards would cut down on illegal turns. The current system is the usual asking nicely.
