Friends that is not how the police or the system that created the police works. They cannot be reformed. They will not investigate themselves. And they won't let non-cops in to the cop ranks. It doesn't work like that

I hear you. But it’s about strategy in the moment. If we want police to be more careful in their behavior, threatening a lawsuit or investigation is the ONLY thing that makes them individually tone it down bc they get scared for their jobs
